General Steps to configure a machine to use Procurement Integrated Enterprise Environment

The following are the minimum requirements to use Procurement Integrated Enterprise Environment:

  • 233 MHz or more Pentium microprocessor (or equivalent)
  • SVGA Color Monitor (minimum 256 color)
  • 64 MB RAM (minimum)
  • Internet Access (broadband recommended)

NOTE: If any software is required for installation/updating to become compliant with Procurement Integrated Enterprise Environment minimum requirements - in all cases you must have authorization/permission to load/install software on your local machine. If you do NOT have these permissions contact your local network support personnel to assist you in ensuring your machine is set up for Procurement Integrated Enterprise Environment.

  • Operating System
    • Windows 8.1 Professional (32-bit and 64-bit OS, all versions)
    • Windows 10 Professional (32-bit and 64-bit OS, all versions)

  • Internet Browser
    • Microsoft Edge version 84.0 or later
    • Chrome version 84.0 or later
    • Firefox version 79.0 or later
    • Safari version 13.0 or later
    • Opera version 70.0 or later

Before attempting to set up your machine for Procurement Integrated Enterprise Environment utilization, ensure that your system is functioning properly. Check to ensure the following:

  • Review the ability of your current system to access the Internet. Can you browse the Internet outside your enterprise firewall and load pages in a timely manner? Are you using a proxy server? Does this significantly slow down your access to the Internet?
  • If you are using a PKI software certificate ensure that you have the ability to authenticate and digitally sign using that certificate. For additional information see the DoD Cyber Exchange at URL https://public.cyber.mil/pki-pke/ (External Link).
  • If a Common Access Card (CAC) is utilized for digital signatures ensure that it is fully functioning with your email and authentication certificates. Ensure that your CAC is able to access the digital signing module properly.
    • Procurement Integrated Enterprise Environment has been specifically tested with the following CAC middleware.
      • ActivCard Gold

    • If you have a different CAC middleware or in the event a conflict arises out of use of a CAC reader, all questions regarding functional use of that reader and its interaction with Procurement Integrated Enterprise Environment should be directed to the local Network support personnel.

The Procurement Integrated Enterprise Environment applications utilize digital certificates ( also called Public Key Infrastructure or PKI certificates ) to authenticate the piee.eb.mil server as trusted, to authenticate users upon logon, to sign documents, and to view documents signed by digital certificates.

For these reasons, all Procurement Integrated Enterprise Environment users must update the certificate authorities in their browser.


To install necessary Certificate Authorities, follow the steps below:

  • 1. Download the latest InstallRoot from https://militarycac.com/dodcerts.htm and, if you are able to execute files on your computer, click "Run".
  • 2. If you are unable to execute files on your computer, click "Save", then save InstallRoot msi on a specific location on your computer.
    Note: You may need to contact your System Administrator to execute the file for you.
  • 3. Run the InstallRoot msi and follow the on screen instructions. When completed you will be prompted to run InstallRoot. Run InstallRoot and follow the on screen instructions.
    Note: Click the Help tab on InstallRoot for further assistance.

The Procurement Integrated Enterprise Environment applications use digital certificates (also called Public Key Infrastructure (PKI) certificates) to identify users of the applications and to sign documents in the applications. Digital certificates are encrypted files containing private keys that are verified against a chain of trust that is known to the browser.

Note: Those users who will be using Digital software certificates or CAC cards to access Procurement Integrated Enterprise Environment MUST ensure that their certificates and/or cards are installed and properly working BEFORE completing this step.

Note: If you are having difficulty installing or using your PKI certificate or CAC card contact your local network administration personnel or your Security Office.

Currently there are two general ways to access Procurement Integrated Enterprise Environment. These access methods are based upon the browser used, user authentication and requirements to view documents within the application.

Note: PIEE recommends TLS 1.1+ protocol. To enable your browser to support TLS 1.1+ please follow the instructions below based on the browser you will be using:

  • Firefox
    1. Open Firefox
    2. Type about:config in the URL address bar and press Enter
    3. If you are prompted with a warning, just click I'll be careful, I promise! to accept the warning
    4. Enter security.tls.version.max into the search box or find the security.tls.version.max by scrolling down
    5. Double click on the security.tls.version.max making a popup appear allowing you to change the value
    6. Change the value to 3 to enable support of TLS 1.0, TLS 1.1, and TLS 1.2
    7. Click OK to save your change
  • Google Chrome
    1. Open Google Chrome
    2. Click on the Options button or press Alt F, and select Settings
    3. Scroll down to find the Show advanced settings... and select it
    4. Scroll down to find the Network section, and click Change proxy settings...
    5. In the Internet Options dialog box, click the Advanced tab
    6. Scroll down to the Security section, and select the Use TLS 1.0, Use TLS 1.1, and Use TLS 1.2 checkboxes
    7. Click Apply, to apply your changes

Note: The Compatibility View should be turned off for all IE browsers.

Physical security is the responsibility of each Procurement Integrated Enterprise Environment user. Terminal security is required for all client machines that access the Procurement Integrated Enterprise Environment servers. All users should enable the password-protected screen saver function on their workstations. It is recommended that the wait period be set between 15 and 30 minutes.

To set the screen saver function, follow these steps:

  • From the Windows Start Menu, select Start | Settings | Control Panel | Display.
  • In the Display Properties dialog box, select the Screen Saver tab.
  • Select a screen saver from the drop-down list.
  • Check the Password Protected box, click the Change button and enter a password.
  • Click the Apply button.
  • Click the OK button to close the dialog box

Plug-ins that may be required for this site:

Click on the Adobe Acrobat Reader link below for the latest version of Adobe Acrobat Reader and follow the on-screen instructions provided by the download site. There is no specific configuration requirement for Adobe Acrobat Reader to access Procurement Integrated Enterprise Environment PDF documents.

Get Adobe Acrobat Reader (External Link)

Note: If you are not permitted to install software on your computer or if you use a LAN version of Microsoft Edge browser, contact your network administrator to install and configure the Adobe Acrobat Reader.

Note: In the Tools | Internet Options | Advanced menu of the Microsoft Edge browser, users cannot have "Do not save encrypted pages to disk" checked or the Print button shown after clicking "Shipment No" in the View Vendor Documents window will not open the Print Form PDF correctly. If the "Do not save encrypted pages to disk box" is checked, the user will receive a "Page cannot be found" error.

Note: To disable the PDF viewer in Chrome, enter chrome:plugins in the address bar and click Disable underneath the entry for “Chrome PDF Viewer.” The Adobe Reader plug-in will automatically be enabled, if you have it installed.

Note: To disable the PDF viewer in Firefox, click the menu button and choose Options. Select the Applications panel. Find Portable Document Format (PDF) in the list and click on it to select it. Click on the drop-down arrow in the Action column for the above entry and select the PDF viewer you wish to use.

Click on the Word Viewer link below and follow the on-screen instructions provided by the site to open, view, or print documents that were created in Word 2010, Word 2007, Office Word 2003, Word 2002, or Word 2000.

The PureEdge Document Viewer is ONLY required if the user has a need to access the WAWF version 2.0D as an archive to view older documents (created or processed prior to July 2003).

Following any browser installation or Procurement Integrated Enterprise Environment version upgrade you must uninstall and reinstall the Viewer. This will minimize installation and setup problems.

Note: If you are not permitted to install software on your computer contact your network administrator to install and configure the Pure Edge Document Viewer.

Note: If the PureEdge Document Viewer has been installed on your machine, you must uninstall it prior to installing a new version or reinstalling the viewer. This will minimize installation and setup problems.

To properly uninstall PureEdge Internet Forms Viewer (If PureEdge Viewer has previously been installed on your machine)

  • 1. In Windows select Start.
  • 2. Select Settings.
  • 3. Select Control Panel.
  • 4. Select Add/Remove Programs.
  • 5. Select ICS Viewer from list of programs.
  • 6. Select Remove.
  • 7. Click "Yes" if asked concerning deletions.


To properly install PureEdge Internet Forms Viewer 4.6

  • 1. Click this link to begin the download of PureEdge Internet Forms Viewer 4.6
  • 2. Select Open when asked if you would like to Save or Open the file from it's current location.
  • 3. Click "Yes" when asked if you wish to Install Form Viewer 4.6.0.
  • 4. Following installation click "Yes" to restart your computer.
