Description

The work consists of maintenance of established remedies, optimization at applicable sites, and achievement of site-specific objectives.  The Contractor shall undertake Environmental Remediation activities to achieve Performance Objectives (POs) at 32 Installation Restoration Program (IRP) sites and 28 Military Munitions Response Program (MMRP) sites.  The proposed procurement will use the “Best Value Tradeoff Process,” in accordance with FAR 15.101-1, wherein offerors will submit both technical and price proposals.  Award may be made to other than the lowest priced offer based on an evaluation of the proposals against the solicitation’s evaluation criteria. This procurement is issued as a a Full and Open Request for Proposals (RFP)THE SITE VISIT IS 16 APRIL 2024 THROUGH 18 APRIL 2024 at Vandenberg Space For Base in Lompoc.  See the attached Site Visit Agenda which outlines the site visit days. It is recommended that Contractors who wish to attend the site visit get their passes the day before the site visit occurs, as there will not be enough time to process the passes on the first day of the site visit.  Contractors are limited to TWO personnel per firm, and they must be US Citizens.  Contractors MUST bring a valid government issued ID or Drivers License in order to gain access.  Additionally, they MUST have Valid Car insurance and Vehicle registration.  Offerors will drive their OWN POV to the meet up location at VSFB, see the attached MAP with Directions from the visitors center. Meeting will kick off at 0900 SHARP, arrive early. Only the CLIN schedule is updated.  Both a clean and a REDLINE copy are being provided to ensure the offerors can track the changes made by way of this amendment.  The proposal due date will not be extended with this amendment. This amendment makes a correction to the CLIN schedule and adds an additional 5 pages to the technical approach based on recent changes to the PWS and CLIN schedule.  A CLEAN and REDLINE EXCEL file are provided.  Proposal due date is not extended by way of this amendment.
