Description

Project Title: Prado Dam Spillway Modification Project. This solicitation and resulting contract are utilizing the Best Value Trade-off process in accordance with (IAW) FAR Part 15. This acquisition uses the Integrated Design and Construction (IDaC) delivery method. The NAICS Code for this project is 237990, Other Heavy and Civil Engineering Construction. The size standard is $45,000,000.00. IAW DFARS 236.204, the magnitude of this project is over $500,000,000.00. This acquisition is solicited using full and open competition. The Government point of contact for this solicitation is Ryan Kelly, Ryan.J.Kelly@usace.army.mil. Amendment 0001 is issued to provide an updated Attachment A Cost Breakdown, Section 00 22 00, and Appendix B. Editable Attachments for Section 00 22 00 are provided along with an editable Small Business Participation Plan template. The official solicitation is titled Corrected_RFP_W912BV23R0032_Prado_Dam_Spillway_Modification__1_12_18_23 and Amendment 0001. Amendment 0002 is issued to schedule a pre-proposal conference on 31 January 2024 at 3:00 PM CST, correct the proposal due date found in Section 00 21 00, extend the date projnet will close for new inquiries, updates the site visit start time and location, and provides a draft agenda for this site visit. Amendment 0003 is issued to remove CLIN Note Number 3 in its entirety and to update the page limitation in Section 00 22 00. Amendment 0004 is issued to extend the proposal due date to 11 April 2024, extend the bidder inquiry cutoff to 20 March 2024, replace Attachment A Cost Breakdown in its entirety, replace Sections 01 11 00, 01 20 00, 01 57 19, 03 30 00, and 32 92 19.19, and replace drawings RC-004, G-018, G-019, and C-1008. Amendment 0005 is issued to remove DFARS Clause 252.232-7003, update Section 00 11 00, and update Specification Sections and Drawings. Amendment 0006 is issued to update the CLIN Schedule and Attachment A, Cost Breakdown, in Section 00 11 00, update Wage Determination to CA20240025 dated 03/08/0024, and update Specification Sections and Drawings. Amendment 0007 is issued to extend the proposal due date to 01 May 2024, update the CLIN Schedule and the Attachment A, Cost Breakdown, update Specification Sections and Drawing Sheet S-202.1. Amendment 0008 is issued to update the page limitations for Factor 3, Sub-factor 1, update the liquidated damages rate found in FAR Clause 52.211-12, and update Attachment A, Cost Breakdown. Amendment 0009 is issued post-closing to offerors determined to be within the competitive range. Amendment 0009 updates Section 00 22 00, updates Wage Determination CA20240025, updates Section 14 45 00.0010, and extends the proposal revision due date to Friday, 21 June 2024. Amendment 0010 is issued post-closing to offerors determined to be within the competitive range. Amendment 0010 updates CLIN Note 9, Award of Optional Proposal Items, updates Wage Determination CA20240025, and updates the Share Ratios found in 5152.236-SCR in Section 00 73 00.  Amendment 0011 is issued to update Wage Determination CA20240025. Amendment 0012 is issued post-closing to offerors determined to be within the competitive range. Amendment 0012 adds DFARS Clause 252.222-7006, Restrictions on the Use of Mandatory Arbitration Agreements, and updates the Wage Determination. Amendment 0013 is issued to revise the period of performance in the CLIN Schedule Notes and to update the Wage Determination CA20240025.
