Description

The Government anticipates entering into a Single Award Task Order Contract (SATOC)/Indefinite Delivery Contract (IDC) for SCADA Systems Upgrades at potentially 24 hydropower plants throughout the Southwestern Power Administration Region. The ceiling on this SATOC will be $30,000,000.This project includes new hydropower SCADA systems in the six USACE districts within the SWPA Region:  Kansas City, Tulsa, Little Rock, St. Louis, Vicksburg, and Ft. Worth Districts. This region contains 24 hydropower plants, 71 generating units, and about 2,500MW of capacity. The SCADA systems are to meet the specifications developed by USACE to control hydroelectric units and auxiliary systems locally and remotely.  The scope includes designing, building, programming, factory testing, installing, and commissioning: Siemens PCS 7 SCADA systems for local and remote control of hydropower units, switchyards, and balance of plant; Sequence of events recorders (SERs) [The sequence of events recorder is to record and store events and alarms from the plants with millisecond time stamping accuracy]; Electrical control cabinets with SCADA and SER equipment, auxiliary relays, terminal blocks, and associated wires and cables; Historians that interface with the SCADA systems [The historian will be responsible for capturing and storing long term data]; and Two centralized control centers with the ability to back each other up for operation.
