Description

 JBE088 Joint Integrated Test and Training Center (JITTC), JBER, Alaska.  This JBE088 JITTC AE Design contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Part 36 and the supplements thereto. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This announcement is open to all businesses regardless of size.  North American Industrial Classification System code is 541310, which has a size standard of $12,500,000 in average annual receipts.  A firm fixed price contract will be negotiated. The contract is anticipated to be awarded in April 2023 and design completed by August 2024, with follow on construction support through December 2026.  To receive award contractors must be registered in the System for Award Management (SAM).  Register via the SAM Internet site at https://www.sam.gov/SAM/.  If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract.  The construction cost estimate is between $100,000,000 and $250,000,000.  Award of the contract is anticipated for the third quarter of FY 23. Telephonic interviews will be held with all of the most highly qualified firms.  All responders are advised that this contract may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation and final award.
