Description

NAWCAD Lakehurst NJ has a requirment for Hydraulic Fluid Particle Counters as identified in the attached documents to this solicitation.  The award will be for a 5 year Indefinite Delivery/Indefinite Quanity contract for up to 840 units.  Beyond providing the Hydraulic Fluid Particle Counters that are solicited, the Statement of Work and System Specifications decribe the engineering, logistics, testing and other tasks to be performed by the Contractor for the production and support of the Hydraulic Fluid Particle Counter.  The Contractor shall provide program management, engineering, fabrication, testing, technical and logistics support and other services.  The design and end items procured under this contract shall meet the requirements set forth by the Particle Counter specification NAWCADLKE-SE-PC-SPEC-001.Hydraulic Fluid Particle Counters. See the RFP and attachments for complete details of the solicitation.  All terms and conditions are contained in the RFP document.  All Proposals shall be submitted via PIEE. Attachments 1, 2 and 6 are “Controlled Unclassified Information” (CUI), Distribution D.  The contractor must request permission to access those documents by contacting Contract Specialists Robert Battaglia (robert.g.battaglia.civ@us.navy.mil) and Derek Kelley (derek.d.kelley2.civ@us.navy.mil).  Please provide your valid CAGE code. Additionally, the Distribution Statement restrictions flows down to any and all subcontractors/partners.  After notifying the Contracting Office, we will secure permission for you to share the document with potential foreign subcontractors or partners.  We must know who they are when you request their access.  Although not required, advise the foreign entity that they should have an active CAGE code for easier access to the documents.Amendment to this Solicitation.NAWCAD received questions regarding the Particle Counters Solicitation.  Amendment 0001 discusses general question and answers.  All Q and As have been incorporated into the RFP Documents which are the official sources of information.  Attachment 2, System Specification has been replaced with the revised V1.1 System Specification (Attachment 7) and is Distribution D. Q and A is found in Attachment 6 and is considered CUI, Distribution D.  A separate signed SF30 is required for solicitation amendment N6833522R0216P00001.  The corrected System Specificification is required by N6833522R0216P00001.  This amendment, N6833522R0216P00001A, does not require a separate SF30 submission.  An incorrect system specification version was attached to solicitation amendment N6833522R0216P00001, and this posting, N6833522R0216P00001A provides access to the corrected doucment within PIEE.  The modified System Specification Ver 1.1 dated 1 November 2022 is the governing specification.  A System Error closed this solicitation early, it is open until Dec 19,2022.  N6833522R0216P00002 Clarifies RFP closing date is 19 December 2022 at 4:30PM EST.  It also emphasizes that the unit prices are provided in Attachment 5, Proposal Price Spreadsheet.  To complete Section B in the RFP document, entering the evaluation price total from the Proposal Price Sheet for each CLIN is satisfactory.  A separate signed SF30 is required for solicitation amendment N6833522R0216P00002 is required with your proposal package.  Every proposal package must include the signed RFP coverpage (SF33), and signed modification cover pages for both Modification 00001 and 00002.
