Description

The purpose of this amendment is to: 1. Update and/or remove the following clauses: 52.222-21, 52.222-22, 52.222-23, 52.222-24, 52.222-25, 52.222-26, 52.222-27, 52.222-29, 52.204-8, 52.222-9, and52.244-6 In Accordance With (IAW) Class Deviation 2025-O0003 and 52.223-19 and 52.223-10 in accordance with Class Deviation 2025-O0004. 2. Revise Section L - Instructions to Offerors paragraph 2.5.2.6 Total number of construction services performed as Prime at a single point in time clarifying submission requirements and scoring criteria. 3. Correct Appendix L-08 Labor Rates Table. The previously provided attachment included a rounding error. Offerors are to use the corrected Appendix L-08 Labor Rates Table 0002 and resubmit complete price proposal in accordance with solicitation. Ensure to provide Labor Category cross-reference IAW Section L 2.7.2(b) as applicable. 4. Factor 2 Small Business Participation: The Government is providing two checklists to assist offerors in meeting the requirements for Factor 2 Small Business Participation: The Small Business Participation Commitment Document (SBPCD) Checklist and the Small Business Subcontracting Plan Checklist. These documents are for reference purposes only and are not required to be submitted by offerors. 5. Instruction to Offerors: Sign and return SF-30.Complete all fill-ins for revised clauses: Section I - 52.219-28, Section K - 52.204-8, Section K - 252.204-7007, Section K - 252.227-7017 - If Applicable, Appendix L-08 Labor Rates Table 0002 - Offerors are to manually input data into FFP Labor Rates tab, do not cut and paste data, and provide complete revised price proposal. Provide a Labor Category Cross-reference IAW Section L 2.7.2(b) as applicable. Given the changes made, offerors who submitted a timely proposal on 7 November 2024 may revise their proposals accordingly. Offerors shall provide a separate comprehensive list detailing all changes made to their proposal (This will not count against Offerors proposal page count). Additionally, highlight any changes in yellow for easy reference. Offerors shall only submit those pages affected by the change and indicate which page numbers they replace in their original proposal. 6. Questions will not be accepted. 7. Revised proposals are due 25 March 2025 at 2:00pm Central Standard Time.
