If access to this file is needed, a request to the primary Government POC will be required via email, and the requestor will be vetted as a legitimate and interested vendor prior to being added to this restricted attachment.  +++++ Amendment 0011: The purpose of this amendment is to correct PIEE and SAM posting errors regarding Amendments 0009 and 0010 (for applicable revised Attachments, please see Amendment 0009 or 0010 in PIEE).  +++++ Amendment 0010: The purpose of this amendment is to correct PIEE and SAM posting errors regarding Amendment 0009.  +++++ Amendment 0009: The purpose of this amendment is to re-open the solicitation and perform the following: 1) Change the applicable PSC code from R706 to Z1AZ for all CLINs as a result of research conducted by the Government concerning a more appropriate PSC application. 2) Revise all Inspection/Acceptance and Delivery POCs per CLIN as needed. 3) Adjust all Base and Option Years Periods of Performance per CLIN to reflect a revised contract commencement of 1 July 2026. 4) Revise select UCF Section Instructions and Information to reflect contract-type changes since Amendment 0008. 5) Revise select FAR, DFARS, and DAFFARS provisions and clauses to reflect contract-type changes since Amendment 0008. 6) Revise select RFP Attachments to reflect contract-type changes since Amendment 0008.  +++++ Amendment 0008: The purpose of this amendment is to address three (3) additional questions received by March ARB since the release of Amendment 0007: Q1. Who was the last vendor for the BOS and what was the contract value? A1. The last (and current) vendor is Criterion Corporation (SDVOSB) and Eagle Aviation Services and Technology (SB). The contract value, after 56/60 months, is currently $50,412,213.39. Q2. With regard to the BOS solicitation for MARB, the ITO Pricing Workbook for construction includes Operator, Power Equipment (ENGI0012-003). However, that rate is not listed on the DOL DBA provided in the most recent amendment. Please advise? A2. The labor category changed from ENGI0012-003 on the DBA dated 30 Jun 2023. It is now ENGI0012-024 (page 5 of 23). ENGI0012-003 was the most recent labor category at the time of the ITOs original construction. Q3. The SLCS price sheet has both SCA and CBA labor categories. Are contractors to bid the labor rates based on the SCA designation in the DOL/Occupation column, even if an SCA labor category is covered by the current CBA?  A3. All Labor Categories listed in Attachment 04 - MARB BOS ITO Pricing Workbook 20240805 - Service Contract Labor Standard worksheet, are covered by the CBA in Attachment 14 - MARB BOS CBAs 2023 751 and 752 (All Tabs).  Offerors are reminded that the CBA rate takes precedence over the Service Contract Act (SCA) wage determination if it is higher and should be used as the minimum base rate.  IAW Attachment 04 (the ITO Instructions worksheet), Offerors are to enter the Normal Duty Hours (NDH) and Overtime (OT) Fully Burdened Rate for each labor category identified. An amendment will be created to address any reference errors. March Air Reserve Base, CA has a requirement to manage and operate the Base Operations Support (BOS) Services located at March ARB, CA. The project scope is a service requirement to perform services in multiple functions to include Materiel Management, Ground Transportation and Vehicle Management, Traffic Management, Real Property Maintenance, and Fuels Management. The official solicitation will result in a contract being issued on an ALL or NOTHING basis to a single contractor. Performance-Price Tradeoff (PPT) source selection procedures will be used in accordance with (IAW) FAR 15.101-1 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 and the DAFFARS Mandatory Procedures 5315.3 to make an integrated assessment for a best value award decision with an anticipated award date of 30 October 2024. The Government intends to award a single Indefinite Delivery / Indefinite Quantity contract and will consist of a mobilization period of up to sixty (60) days (if needed). The contract period of performance will be a twelve (12) month base ordering period, four (4) follow-on twelve (12) month ordering periods, and a sixty (60) day de-mobilization period to run concurrently with the last ordering period. Total contract performance will be sixty (60) months. This effort is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The solicitation is being posted on SAM.gov via Procurement Integrated Enterprise Environment (PIEE).
